The definition
Policing 5.0 is a model of law enforcement built on advanced technical enablers and connected systems — used to strengthen security, deliver flexible and innovative smart services to the public, and contribute to welfare, stability and quality of life.
Where earlier eras of policing were defined by presence, then by process, then by data, Policing 5.0 is defined by anticipation and service. The measure of success shifts from how quickly an incident is answered to how rarely it has to happen — and how well the public is served in the meantime.
It is not a product or a platform. It is a way of organising capability: what an agency invests in, how it makes decisions, and what it holds itself accountable for as automation and AI move into frontline work.
Capability is judged by the outcome it changes, not by the sophistication of the system.
Smart, flexible services to the public sit alongside the traditional enforcement mission.
Governance and public consent are treated as design constraints, not afterthoughts.
Where it came from
Policing 5.0 was introduced by Dubai Police at the World Police Summit and has since moved from concept to operating model.

The think tank
Policing 5.0 runs as an exclusive session alongside the main programme. Sessions are held under the Chatham House rule so participants can speak plainly about capability, failure and cost.

Structured working sessions rather than panels. No audience, no pitch decks, no recording.
